On this day in 1989, Representative John Conyers, Democrat of Michigan, introduced a bill in congress that called for a study of reparations for Black people for slavery. HR 40, as the bill is known, has been introduced ever since, now chiefly sponsored by Congresswoman Sheila Jackson Lee.
